I am out of ideas.
Originally I thought it was my settings and I followed every guide that has been stickied here, and other places. I have asked other streamers, and followed how they have set up.
I am at a loss as to why my streams keep dropping, I have tried multiple servers, and services, and always, not matter the server, the service, or the settings OBS drops at 9:57.
