Question / Help OBS NDI not able to deliver 60 fps

Hi, I've been streaming with 720p60 on a dual pc setup using the NDI plugin. I have noticed that even though I set all the settings to minimum my stream pc cannot deliver a 60 fps stream. Preview on both pc's is fine at 60 fps, when I press start streaming on the stream pc, my stream pc goes to around 44-45 fps. No matter what settings I use, the stream is always very stable around 44-45 fps.

Gaming PC: i5-7500, gtx 1060 6gb, 16gb ddr3 1600mhz, obs running off an ssd.
These are the settings that I have tried:
Rate Control: CBR
Bitrate: 3500-6000
Keyframe interval: 0-2
CPU usage: ultrafast-fast
Profile: Main
Tune: none
Base resolution: 1920x1080
Output res: 1920x1080 and 1280x720
Downscale: all 3 of them
FPS: 60

Stream PC: i-4590 and 8gb ddr3
x264 encoder ofc
Rescale output off and on at 720p
Rate control: CBR
Bitrate: 3500-6000
Keyframe interval: 0-2
CPU usage: ultrafast-fast
Profile: Main
Tune: none
Base res: 1080p and 720p
Output res: 1080p and 720p
Downscale: All 3 of them
FPS: 60

I have a 100 down/up speed.

Also streaming with NVENC on my gaming pc is able to output 720p60, but in some games this takes too big of a performance hit on my pc.

Any help would be greatly appreciated :)

The Geforce 210 can't keep up with the scene rendering.
"Number of lagged frames due to rendering lag/stalls: 4455 (37.4%)"

I have the Same Graphics card on my Streaming pc the 210 when i upgrade to a should it work right ?
Zotac GeForce GT 710 Zone 2GB
should it work right like staying at 60fps on the streaming pc ?

Try removing the geforce from the streaming pc and ONLY using the onboard graphics.
If that fails, go for a GTX from the 8 9 or 10 series.
