You are overloading your GPU (rendering, not encoding).

You are also overloading the AMF encoder.
You've got a pretty old AMD card and you're trying to push its hardware encoder to do 1080p60, and it looks like it can't. Are the settings all the same as before? Were you actually doing 1080p60 on a Radeon 7800 before now?

Your log is also constantly capturing and failing to capture Discord, was that happening before?
You have multiple capture methods in the same scene (3 game, 1display). This negatively impacts performance and should not be done-- you should keep separate scenes, if not separate scene collections, for each game and/or display capture.
You should also not record to MP4 directly as any crash will render your file unusable. Better to record to MKV and remux afterwards.
