Bug Report OBS Has A Stutter When Streaming Or Recording @60.00

So I Have Discovered That OBS Has A Stutter When Streaming Or Recording @60.00. I think I might have something to do with a FPS conflict. My Elgato Outputs 59.94 & When The Stream Or Recording Is Set To 59.94 Everything is smooth as seen the the example video.
Can someone please explain this to me.
As of right now you have to stream to YouTube using 60.00 or you get stutter from the YouTube Player. Otherwise Id Stream at 59.94 & avoid the issue all together.

OBS makes only progressive frames, constant fps (currently).

59.94 is 60000/1001 , freq. from old NTSC standard (interlaced video).
60 is 60000/1000, freq. from digital era of NTSC adaptation (progressive video). 60 is native freq. for most PC displays nowadays.

If possible - try to run all of your devices at 60, progressive frames (console, capture card, TV etc.)

Thats the problem tho you cant force the elgato to output 60.00 its outputs 59.94. So streaming at 60.00 creates the stutter.

You may ask capture card manufacturer's support as well.

All I know, that the default settings for the TV devices usually not the best ones (this is done of the compatibility reason).
