Question / Help OBS Crazy CPU usage (60%) even when using NVENC or Quicksync

Hi can anyone fill me in a bit if im missing something here?

I have:
i5 2500k (old i know but still ok)
GTX970
12GB RAM
1440p monitor and a 1080p monitor.
80Mbps download and 40Mbps upload speed.

....and i cannot stream at all. Its so frustrating. It constantly buffers for anyone watching but OBS doesnt drop frames or say high CPU usage. It was set to 2000 bitrate.

I dropped my monitor resolution to 1080, the bitrate to 1500 and downscaled it to 720 and even 616p. The buffering went away but the picture was vomit inducing obviously.
My ingame FPS though still couldnt hit 60, so i checked and when in game the CPU sits at 40%. As soon as i switch on OBS even to preview it shoots up to 100%. Why is this? Even using Quicksync or NVENC.

OBS off - 40% cpu usage in rocket league at 1440p and max settings 150+FPS.
OBS on (even preview stream @720p) - instant 98-100% cpu usage in rocket league even at 1080p, on medium graphics and i get like 28fps.

x264/Quicksync/NVENC all cause the the same CPU usage. Is this right? I though the other 2 are to take the load of the CPU for encoding?

Im not one to jump on forums and ask the same questions as a million others or that is explained in stickied threads, but i I feel like ive tried everything. read every guide, tried every setting.

surely OBS shouldnt cause 60+% CPU usage?
