I think I have tried just about every setting adjustment imaginable...

You forgot to actually explain your issue, presumably it's performance. Your computer isn't really suited for running OBS. At the very least you'll want to use Quick Sync to handle the encoding. If you're only recording, switch to OBS Studio and use the recording quality preset with the encoder set to QSV.

OBS Studio, solved my lag problem (can't get the 64bit version working dll errors) but I cant get it to record audio...

If want help with an error message please don't be so vague. Provide the full text of the error and explain what you were doing in detail.
