Question / Help Low Framerate stream, high framerate game

I really didn't want to have to make a post here, but i've searched for months to no avail. It happens in many games, but not all. The most recent one I've tried is Oblivion. Yes, a game that only requires a potato to run. Yet, i'm still only getting 9 fps in stream sometimes.
