Question / Help Losing 10 -40 FPS every few Seconds

This happens on every game, some worse than others. I'm on Windows 10 with a i7 4770 and a GTX 970 and 8gig Ram.
Here is a video of a paused Arma 3 screen where you can see it happening.

Trying to post log file but it says its to long, so hopefully will fit in a reply

for me the gameplay fps is fine if i click on monitor that has obs on it..but when i ckick back to other monitor running the game obs fps goes from 55 to 17 WTF?? i have solved every other problem but this one??

Do you have both monitors connected to your NVIDIA GPU?
Try with the preview disabled.

What is the cpu usage like? Mayb another process is doing some stuff causing the fps to dip for a few seconds?
