Question / Help Inconsistent BitRate on Twitch, not on Mixer or Youtube

For some reason, since two months, if I try to stream on Twitch my bitrate is highly inconsistent, which leads to either frame drops or loading every 2 minutes. I only have this problem on Twitch, Mixer and Youtube work perfect for me (settings on Twitch: Rescaled Output to 1280x720 on 30 fps, encoder x264, BitRate 2500) on Mixer 1920x1080 on 60 fps with 5000 bitrate work perfectly fine. Twitchtest Screenshot attached, which shows results in a acceptable state, but on twitch inspector, you can see the mess. (I dont think its my hardware btw i7-7700k, 16gb ddr4 and gtx 1080, Internet speed 50k down 9-10k up, also confirmed by different tools). I even opened every Port on the router and windows defender, no clue whats the problem....

The acceptable state you describe is actually below acceptable due to the connection quality for ALL servers listed being below about 95.
Most usable streams start at 80.
