Question / Help i7 6700, GTX 970, High Encoding, Low FPS

So I have a good enough build to stream games at 720p no problem. But everytime I do it always says on FPS games that I have high encoding. I have no clue why its on high encoding.

-1920x1080 Downscale to 720p 60FPS
-x264 CPU Preset: Fast ( I think I can handle it )
-Bitrate either 1800 or 2500

I have no clue why I can't stream above 60FPS, I stream BO3 which will be capped at 60 but immediately drops every ten seconds to 20-30.

And my stream skips alot of frames

PLEASE HELP
