As of recently, every time I stream League of Legends, my ping rises to about 200-300+. I used to be able to stream at 720p+ with no lag issues, but now my ping rises even at 480p

Speedtest.net only measures dead-file transfer speeds, NOT constant throughput, which is what you need for both livestreaming, and game network communication for online-multiplayer games.

Go run the 6MB test at http://testmy.net/upload and it'll give you a better idea of what you're actually working with.

I'd DEFINITELY drop your bitrate to 3500 (at most) or 3000kbps (preferred). For 720p@30, especially in a low-motion game like LoL, you don't need anywhere near 4000. To give you an idea, I'm running 720p@60 at 2500kbps and it still looks awesome... even in some high-motion games. 3000-3500 would be enough for 1080p@30 easily, with very good quality.

The 4000 rate will cause issues with the Twitch servers (they tend to act weird at more than 3500, hence the recommendation to drop to there), as well as making your stream look laggy to any viewers who can't devote 4mbps just to watching your stream.

Short version, my money's on that your bandwidth is getting saturated on the actual-throughput side (not enough to drop frames, but enough to cause the lag issues you're seeing in-game)... especially with a 'dead file' rating of 4.9mbps, expecting to actually get 4mbps up is... optimistic, to say the least. Don't forget to run the test at different times of day, too; throughput can fluctuate due to upstream congestion or other environmental factors as well!

If you lowered your bitrate and you still have ping issues with multiplayer games try "minimize network impact" in broadcast settings.
