Question / Help Help with some settings :D

Ok so, Im new to OBS I'm trying to figure out whats best for me, I saw bunch of threads and guides but still I think I can get better results.
Im using OBS to stream and my quality is always poor and I get feedback of stuttering or lags,
I've set my resolution to 720p with 30fps and 2500kbit, (I have a lame 3000kb upload and 35-40mb download)
I have i7 4790 16gb ram and gtx 970.
now here's the deal, if I use NVENC I get stuttering and laggy sometimes, and if I use x264 I get my CPU BURNING LIKE IN HELL, Im talking about 90-100% usage and around 80-85 degrees celcius.

is x264 better than Nvenc? if I get better cooling for my CPU would it be recommended to use x264 or Nvenc is more "superior" for quality?

x264 is the higher quality at streaming bitrates.

Post your OBS logs from when you made these attempts.

The settings in your log are not appropriate for streaming, however they are VERY appropriate for recording.
