I know that this is a common issue, and there are probably hundreds of threads about this, but hear me out. Our church was using OBS with no issues for TWO WEEKS. Consistent bitrate, beautiful quality, crisp audio. When we first began, our ISP was set at 200 download and 15 upload. Here are our stream settings:

Bound to an ethernet IP
Dynamic bitrate for congestion is checked
For the first two weeks, our bitrate held consistently between 3500-4500. Suddenly, our bitrate has begun to slow to below 500. I have tried lowering the bitrate to as much as 1500, and even paid to upgrade my ISP to 1gb download 50 upload. THE ONLY THING THAT I CAN THINK OF THAT CHANGED BEFORE THESE PROBLEMS BEGAN is we recorded (not streamed) a video through OBS for our podcast. It seems like ever since then, even though no settings have changed, and regardless of our upgraded ISP, our bitrate is inconsistent.
Here are my questions:
I have tried other streaming services, and they also are saying that my internet speed is not fast enough to handle my set bitrate. How is this possible when even before I upgraded my ISP, everything was working perfectly for two weeks?
I have also tried to completely uninstall OBS and reinstall to set it all up again from scratch, but even after everything is uninstalled, when I reinstall the program it still has all of my old settings and scenes. I don't understand why that is.
Our modem is new, but our router is older and it seems to be limiting my internet speed. So, I plugged my ethernet cable straight into my modem and made sure nothing else was connected. I ran a speed test and my download was in the 700s, and my upload was in the 40s. Even then, my bitrate was still low due to "congestion". WHERE IS THIS CONGESTION COMING FROM?!
Please, help. I'm about to shoot my computer.
