Question / Help HD60S framerate tanks in OBS, even at 30fps.

Self explanatory title. Been working on this for awhile.
-tried changing the graphics processor for both GCHD and OBS in the NVIDIA Control Panel
-changed the encoder and decoder in GCHD
-quality setting changing
-stuff

What also doesn't make sense is this - at 30 fps, when the config screen says its running at 42 fps it still lags. What... *see attached as well*

In the log, OBS is running on the Intel GPU which is not strong enough for OBS to run on:
