Question / Help Having trouble finding the right settings

I've been messing around with my sittings a bit but I can't seem to find something decent, either the stream feel grainy and laggy or my game is laggy. usually i get the message that the cpu is to high and that's with 1800 bit rate Anyone have any suggestions

I'm currently streaming from my laptop here are my specs:
CPU: i7-5700HQ @2.70GHz
GPU: Nvidia GTX970M
RAM: 16GB
MOBO: GE72 2QF Apache Pro

Currently have 250 mbps up and 34 down

Update to OBS Studio, enable vsync or some other time of frame rate limiter in Paladins, and drop the stream to 30 FPS if your CPU still isn't keeping up. Bitrate can be increased to a max of 4000 if necessary.
