athlon 3800 работает на частоте 2000 GHz
Ram 6 Gb
GTX 450

возможно как то настроить obs, что бы он работал? (постоянная ошибка что кодер перегружен)

может как то прикрутить кодер от nvidia ( CUDA) ???

Resolution of the video has most impact on CPU (lower resolution -> lower CPU use).
