Question / Help get only favorites and top bar and nothing in window with OBS

When I try to record with the software, I get only the favorite bar on the left side and the top ribbons of the windows 10 Internet explorer browser. There is nothing but white in the main window. What ever is running that I am trying to record, is all white. I have the scene checked and windows capture checked. There is no sound either.

Now I have watched ever youtube video with suggestions for solving this and nothing works.
In addition, I have I have changed the encoding settings to with and without Nvida as I have an Nvidia gforce 745 card. I have used both the aac and mp3 settings and that did not work. I have tried the custom and monitor settings under video, and that did not work. I tried the compatibility settings to windows 7 and that did not work.

I am not sure where to go from here.
