Question / Help From WIN 7 to 10, same settings, encoding overload and skipped frames

Hey guys.

Short story short.

I stream on my pc, no capture card are involved in this. i use the AMD encoder to stream, setted on quality, 6k bitrate.
60 fps, 720p scaled from 1080p.

with those settings ive always reached a decent quality with no skipped frames.

but now, since ive installed win 10, with the same settings, i get encoding overloads and skipped frames.

like a tons of skipped frames and i dont get why.

That log doesn't show any stream/recording attempts.

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

I have the same issue since I installed Windows 10 as well.

But I can clearly see on my second screen that this performance loss only happen when the OBS window is not focused, once I click on the OBS windows, it get the normal framerate until I click on another program. Even when it's not recording at all.
