Question / Help Dual PC Setup (Elgato HD60 Pro) Bad Quality Help!

I've just got the Elgato and a Second PC, I've followed guides on setting everything up. So far I've only tested recording which is what i'm most interested in. My problem is, The capture card records Perfect 1080P 60FPS through the Elgato Game Capture Software. Once set up in OBS, I get very blurry almost 480P type picture. I see most of the "blurriness and pixelation" when i'm moving in a game. If i'm sitting in a menu the quality appears to not be blurry or pixelated, but not 1080P like it should. Im looking for any help on whether its a setting within OBS that should be changed or an Elgato setting that should be changed.

Let me know if there is any more Details needed to help you answer this!

I7-7700K
GTX 1080

Stream PC:
AMD Ryzen 5 1400
AMD Raedeon RX 560
Elgato HD60 Pro

Settings:
Base Res: 1920x1080
Output Res: 1920x1080
Downscale: Bicubic (16 Samples)
FPS: 60

I hope you're not streaming to twitch at that, as it's above twitch's bitrate upper limit

If you're going just for recording, set your output mode in settings - output to simple, your recording quality to indistinguishable, your recording format to flv and your recording encoder to either nvenc or the x264 low cpu use one.
