Are you overclocking at all? Crashes within the x264 dll are often times related to unstable overclocks. There was also an issue where CFR needed to be enabled in the Advanced settings for some people. Try the CFR thing first.

I tried dl the installer first and then i downloaded the rar files i tried both and got the same error.

I have no overclock.
Edit: activated CFR And it crashed.
It only took alittle longer.

Can you completely uninstall and remove OBS, including deleting the %appdata%\OBS folder? Then reinstall fresh and try again.

When you say the 64 bit doesn't even start, do you mean the program won't open or something else?

Try putting these files in your OBS folder (overwrite the existing one) and if it crashes, please post a new crash log and .dmp file. Note when you run OBS it might ask you to update (to get back the old files), make sure to say no.
