Question / Help CPU x264 stutter but not under load?! help please?! (stutter)

the tittle says it all basically,
before i start, yes i can use NVEC but the quality is trash for some reason id perfer to be able to use x264...

so i have no problem running around in game shootting people etc (latency wise, or fps wise) although i watch the stream back live or on a VOD and it just stutters / freeze frames and plays "some" audio heres a VOD from it on super-fast preset.

PLEASE HELP ME I WANT TO GET BACK TO STREAMING ASAP! <3

specs:

intel pentium G3258 Overclocked @ 4.0ghz (this was only at 32.1% whilst under stream

GTX 950

8GB G.Skill Ripjaw

not sure on mobo

no SSD

1. always vsync on in game if you dont have it enabled - no matter what game
2. id forget about x264 on this cpu (2core!). run nvenc or qsv (preferred)
3. 720p with 700 bitrate? get faster upload speed asap or go for 540p if you cant (check my calc in signature)

Number of dropped frames due to insufficient bandwidth/connection stalls: 24 (2.6%)
670 seems to be too much for your net connection or some1 else is using it while you stream
