Question / Help Configuring OBS For My Mid Range PC

Hello,

I am hoping to be able to stream Counter Strike without losing many frames and hopefully 60fps, I have an upload of 8000kbps and I know I can fulfill a HD bitrate.

I am looking to hopefully being able to stream 720p60fps this would be absolutely amazing.

Specs:
Processor: Intel i5 3350p
Graphics Card: GTX 950
RAM: 12gb DDR3
PSU: 550w
