Question / Help Can't stream to twitch (10060 error)

Whenever I try to stream I get a "Could not connect to server message"
I switched from using my desktop to my laptop. I have the same setting in OBS on both. It works fine on my desktop, but it won't work on my laptop.
Tried resetting stream key. Tried disabling windows firewall (don't have any other firewalls). Tried changing servers.
Nothing worked.
Any ideas what else I can do to fix this?

If it works on your desktop then most likely some other software on your laptop is blocking the OBS connection. Not sure how we could help you diagnose which specific piece of software it is, though. If you have multiple network adapters installed on the laptop you might check that the correct one is selected under Settings > Advanced > Bind To Interface (if you don't have multiple network adapters then leave this set to Default).

Did a ipconfig /all check in cmd and set the option for bind to network to the "preferred" IP that was listed.
Tried streaming and got a 10051 error "Could not connect to server"..."RTMP_Connect0, failed to connect socket"
Tried using the other IP that was listed and I get the original error (so I guess that is the default one)

Feel like I've tried everything at this point besides just reinstalling windows which I really don't want to do.
Is there any way for me to figure out what's going on here?

Sorry for posting in this so much, but I don't know what to do without receiving any feedback here.
Just tried with some other stream services and none of them work on my laptop either (and they all worked on my desktop)
It's like my laptop doesn't like RTMP servers or something...

Would really appreciate some help here.

Hard to figure out what it is since it's definitely not any of the programs that are currently running. Maybe I've got some service running in the background.. =/

Make sure to click show processes from all users, otherwise you won't actually see any services.

Well I found the culprit.

The "IPsec Policy Agent" service under the name "PolicyAgent"
I stopped it and the stream went through fine. Although just stopping a service that I don't know anything about probably isn't the best idea.

Now the question is why would this be stopping me from streaming on my laptop? My desktop has that same service running and it streams fine.

Did you ever use any of those "twitch lag fix" techniques that were floating around?
