I'm fighting Btrate and FPS drops for about a week now. :(
What I did to find the problem (which I did not find...)
1) Try changing servers -- i tried it, still bad
2) Twitch Users: Use this tool... -- tried it, quality for all severs is "0", does not help
3) Try lowering bitrate´-- tried streaming with several settings, even with 2500bps but stream still "laggs"
4) Don't stream over wireless -- Im directly connected to my router via LAN
5) Try another streaming service (Just as a test) -- NOT DONE: Mixer asks me to wait 24h until i get verified
6) Check your firewall / router / antivirus / network software -- checked them all, also deactivated
7) Speed tests -- my speedtest results change BIG time with every new results..
8) Update Network Adapter Driver -- had the newest one installed
9) Bad router or bad networking hardware -- just today we had a technican from our ISPN here who told us everything should be fine
additional:
1) VPN does not help
2) checked with a different PC in the same network --> same issues!?
3) attached the latest log from today
4) twitch inspector shows fps and bitrate drops at the same time
5) changed lan cables and turned off everything else in the network
6) streamed from OBS Studio AND SLOBS for testing
--> deactived everything but webcam and game for testing
7) as metnioned earlier, tried tons of different streaming settings (CPU encoding, GPU encoding, bit rates, CPU preset......)
MY PC:
CPU: i7 8700k
GPU: Saphire RX580 8GB
MB: ASUS ROG STRIX Z370-G
EXAMPLE OF LAG:
This video has the perfect example of my rpbolem in it. Please check at minute 7 where it starts to get really bad/laggy.

General Notes and internet information:
Overall it seems like a network issue (too slow upload?) but has that something to-do with twitch?
My ISPN Provider/Technican told us that everything is fine.
We have cable internet in germany, download max should be 1150MBit/s and 56,7Mbit/s
I streamed for several months without issues, I have issues for one week now.
Really thankful for every tip/idea. I had a ton of people trying to help me but we just cant figure it out.
