No. Generally the 'golden point' for non-partnered streamers on Twitch is 720p@30fps, 2000kbps on x264 Veryfast (or lower).
60fps streaming is generally only needed if you're playing a retro game that uses sprite blitting that gets lost at 30fps. Even then you need to downscale to 480p to fit within 2000kbps. Otherwise it's mostly just a waste of vital bitrate.
