Is there any concrete evidence and information to avoid audio going behind video.

I'm guessing the following line shows there is an issue:
Audio timestamp for device 'Video (00 Pro Capture SDI)' was behind target timestamp by 300
But, it feels like the audio keeps getting delayed on my OBS streams all the time.
On twitch/youtube/azubu/hitbox you can notice that the video is slightly ahead of the audio.
I tried it all, I checked and doubled checked every setting.
I also used every setting available: buffer of 2000ms, audio offsets positive and negative (both on the capture card and in advance settings), tried different bandwidths and resolutions, tried all color formats/space and quantization/saturation,...
I keep getting the audio delay, whatever config I setup.
Sometimes it takes a while for the line to show up in the log, it also shows up at random moments and the timings are not always the same.
I used both Linux (ubuntu) and Windows (7), tried both 32-bit and 64-bit versions.
I also used both Blackmagic SDI decklink capture cards and Magewell SDI capture cards.
The audio is embedded on the SDI going in the capture card.
Is it possible the capture card is frame-locking the signal wrong?
Or could there be a driver issue? (I tried all possible drivers)
Could it be that the signal has too much signal noise and the encoder is having trouble with that?
Can you check the timestamp being captured somewhere?
What else can I try to avoid this audio delay issue?
