60FPS setting not actually recording in 60fps.

As a small content creator, I record Roblox videos, edit them, and upload them in 1080p60fps. Pretty simple... except for the fact that OBS doesn't want to pick it up in 60fps. There are no issues with recording itself as the gameplay looks perfectly fine in real-time, but looking at the recorded video, it can't seem to record at 60fps. I'm not sure if it's just a frame-drop, but it looks like it's locked at roughly 45fps, give or take, even though the output file says "60 frames per second". And I tried a LOT of things: I switched encoders multiple times(I have two NVIDIA encoders), I switched between CBR and CQP multiple times as well, I tried adjusting the preset settings, and I even switched from recording my videos in my D: drive(HDD) to my C: drive(SSD). But NONE of it is working.
It's strange because, when recording in NVIDIA GeForce, my recordings look perfectly fine. To be fair, I don't mind recording with NVIDIA, but just saying, I like throwing in a little stream to talk to friends and viewers every once in a blue moon.

Right now, I'm stuck and would appreciate any tips, unless I'm just a total perfectionist lol.

0. Frame wise, your log doesn't show any recording/streaming issues. Try setting the refresh rate on both of your monitors to 60 Hz instead of 75 Hz and cap your game 60 FPS so there's no frame rate conversion.
1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. We recommend disabling it via these instructions as a troubleshooting step. Be sure to restart after disabling it.
2. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
3. One of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 48000 Hz
Microphone (USB Condenser Microphone): 192000 Hz
Speakers (Realtek High Definition Audio): 48000 Hz
4. Audio buffering hit the maximum value. This can be an indicator of very high system load and may affect stream latency or cause individual audio sources to stop working. Keep an eye on CPU usage especially, and close background programs if needed. Occasionally, this can be caused by incorrect device timestamps. Restart OBS to reset buffering.

Thanks, this helped a lot! It was the 75 Hz that was causing the issue. It makes sense because, after doing the math, 45 is 75% of 60, and 60 is 80% of 75, which are similar percentages. That would explain why the frames were limited to only 75-80%, or 45-48fps while recording.

As for the other methods, I don't think they had any effect on the framerate, but I'll remember them for later. Thanks again!
