Question / Help 4k Screen Recording. "Encoding Overloaded."

Hi,
I am trying to record in 4k and whenever I do that it says "Encoding Overloaded! Consider turning down video settings or using a faster encoding preset."
It doesnt make sense because it says my CPU is at 0.7% usage, at 60 FPS. Not sure how that is overloaded.

I have a
CPU: Threadripper 1950x
GPU: Vega64
Mobo: Zenith Extreme
RAM: 32 Gigs

I followed all the settings in the link Boildown kindly provided. My OBS still says "Encoding Overloaded! Consider turning down video settings or using a faster encoding preset." for like 4 seconds at the beginning of recording in 4k; it goes away eventually. The message only returns when there is something visually intense going on. I'm still confused because in bottom right still is displayed only 15-20% of my Threaripper 1950x is being used.

Also when I Display Capture, and full screen the window I want to record, it will crash my video card; figures considering its an RX 580, ill try it with the Vega64 when I get it back. In Window Capture the recorded content doesn't scale with what is on the preview and when I try to re-frame the perimeter it scales with it. So I just use the Fullscreen Display Capture method.

Your log file is incomplete. Try exiting out of OBS before uploading it, when OBS closes out it writes all the log data from memory to the file.
