Question / Help 100FPS in game, but game stutters

This is only minor, still playable but it gets annoying. I know anything over 60FPS is overkill, but I don't have vsync enabled because it sucks.

The game is Bloodline Champions.

System:
i3 3220 @ 3.4ghz
AMD Radeon 6670
8GB Ram
Windows 8

OBS Settings;
Quality Balance: 8
Bitrate: 2500
Resolution: 1.5x
FPS: 30
Filter: Billnear
Preset: Veryfast (shows superfast in log, but tried both presets)
Upload Speed: 5.0MBS (I know that's inaccurate because of Speedtest and Comcast power boost)

What I can't seem to understand, is why would my game be stuttering (not sure how to describe it) if I'm able to achieve a very playable FPS (I'm also not dropping any frames on stream). Once again, it's only minor so I might have to slightly adjust.

Your stream is stuttering, or your in-game performance is stuttering despite having a high frame rate?

Your log says your system is able to handle your quality settings just fine, but if your in-game performance is suffering, then something might be up. What does your CPU utilization go to when streaming and playing at the same time? Have you messed with process priorities at all?

Edit: Stays around 23%
Haven't tested in-game yet, but at the lobby it's only 23%

Edit: In game is never goes above 40%

I think it might have something to do with my GPU. It's been getting pretty hot lately, around 75-80c

I don't like vsync either, so instead I use EVGA Precision to cap the FPS in my games. It might free up resources in your GPU and give it more breathing room. I'm sure AMD GPUs have similar tools available.

Yeah, but there's also a frame rate limiter thingy that I use. You don't have to be overclocking or anything to use the tool, and it also has some nice monitoring stuff.

Oh, but you might want to use MSI Afterburner instead, EVGA Precision is NVIDIA only I think.

Doesn't matter anymore.
Switched from Comcast to CenturyLink this morning and their upload speed is less than 1.0mbps
