As soon as i PREVIEW OBS without any turned on in the scene or an empty scene. I automatically go to 60% CPU usage.
and when streaming i go to 100%.

This is recent. i was able to stream with 2 BMI's at the same time and be under 50% CPU usage.

Also i can do the exact same thing in Xsplit and stream and i only get 10% CPU usage!

is there a setting i did wrong since updating?

CPU processor is i7-2600k 3.4ghz, 16gig Ram, 64 bit Operating system

Lower your settings, doing 1080p@60fps on faster/fast is a terrible idea. If you set those same settings on xsplit you would get the same thing. At the very least downscale to 720p if you want 60fps.

Use a faster preset until...

18:35:32: Total frames encoded: 12272, total frames duplicated: 2032 (16.56%)
18:35:32: Number of frames skipped due to encoder lag: 1204 (9.81%)
... the percent of duped and skipped frames are less than 1%.

And yeah don't stream 1080p60. Even if you can encode and send it, it'll stutter on playback, unfortunately. For troublefree playback, limit your stream to 1080p30 or 720p60. This isn't something that you can "get to work" with a better computer or better settings, its a fundamental problem with this sort of video streaming.
